Meeting Minutes

1. Members:
 
A. The League shall be known as the Caernarfon Town Darts League.
B. Only Clubs or Public Houses within Caernarfon Town shall be eligible to apply for membership of the League.
C. Each team is allowed to sign a maximum of 12 players.
D. Players can only play for a team when they have signed an official registration form. The form must be signed and registered with the League Fixture Secretary 7 days prior to the player playing his/her first game. Only forms received by the Fixture Secretary will be valid for registration.
E. If a player registers for one team then plays for another that player may be suspended for the remainder of the season except in the case of transfers.
F. Any player signing an official registration form for more than one team within the Caernarfon Town Darts League may be suspended for the remainder of the season except in the case of transfers.
G. Any player having played for the Caernarfon and District Darts League will not be eligible for registration with the Caernarfon Town Darts League in the same season.
H. All players must reside within 10 road miles of the Club or Public House they play for.
I. Any team found to have played an ineligible player will forfeit any points won during the match and may also be fined.
J. Subscription for any team will be £65 for the coming season which will be payable on the night of the Annual General Meeting.
K. There will be no registration of players after 31st December.
L. It is the responsibility of the Home team to ensure the good behaviour of all people at the venue.
 
2. COMMITTEE
 
A. The League Committee shall consist of a President, Chairman, Vice-Chairman, Secretary, Treasurer, Fixture Secretary and four Officials.
B. Meetings shall be held on a monthly basis at the Caernarfon Town Supporters Club. Dates will be arranged at the beginning of each season.
C. The Committee shal be responsible for the running of the League at all times.
 
3. DARTS PITCH
 
A. Matchboards must always be in a good condition and will be inspected on a regular basis by the Committee.
B. The minimum throwing distance is seven feet nine and three quarter inches and must always be clearly marked.
C. The centre of the bull is to measure five feet eight inches from the floor.
D. The board must be well illuminated at all times during any game.
E. Any away team captain not satisfied with the condition of the board or lighting must inform the home team captain prior to the commencement of any game. This will then be brought to the attention of the Chairman who will nominate an impartial Committe member to inspect the board on his behalf prior to the start of the match.
 
4. ROUND THE BOARD _ League
 
A. All games are to start at 8.30 P.M. prompt.
B. The match shall consist of eight seperate games of Round the Board.
C. The match draw is to be made by the team captains prior to the commencement of the games.
D. Visiting teams are to have control of the matchboard by no later than 8.20 P.M.
E. The home team captain decides upon the order of play.
F. The visiting team will have the privilege of throwing first darts in all games.
G. Each player shall throw a maximum of three darts on his/her turn.
H. If a dart falls from the board before the marker informs the player of his next target or before the next dart is thrown then it will not count. If however the dart falls from the board after the marker informs him of the next target or after the following dart has been thrown then it shall count.
I. All teams must consist of a minimum of five players. If a team does not have five plaers the game shall be forfeited to the opposition.
J. If a player called to the oche is not present following three calls then a reserve player must play. If a team has no reserve player the game shall be forfeited. Reserve players shall not be named on the score cards unless the actually play.
K. If the away team is not present by 8.40 P.M. the home team may claim the first game. This process will continue every ten minutes.
L. If for any good reason a match cannot be played on the given date the the following applies. The team that did not ask for the game to be cancelled must provide the Committee with two alternative dates, giving at least a weeks notice. The Committee will then give these dates to the opposing team who must choose one to play. Failure to choose one of these dates will result in the game being forfeited to the opposition.
M. Points will be awarded as follows: three points for a win and one for a draw.
N. Should any teams tie on points at the end of a season then the team who have won most legs will be deemed the winners. Should there be a tie on both points and legs the teams must play a deciding game play-off. The play-off will be on a neutral pitch chosen by the Committee with the home team being decided by tossing a coin.
 
5. 501 - League
 
A. The game shall be played following the conclusion of the Round the Board game.
B. The match shall consist of six seperate games of 501.
C. The match draw shall be made by the team captains prior to the commencement fo the game.
D. The home team captain decides upon the order of play.
E. The visiting team will have the privilege of throwing first darts in all games.
F. All teams must consist of a minimum of four players. If a team does not have the minimum number of players then the game shall be forfeited to the opposition. As well as this any team failing to play the 501 after completing the Round the Board shall have a point deducted from the Round the Board total.
G. If a player called to the oche is not present following three callsthen a reserve player must play. If a team has no reserve player the game shall be forfeited. reserve players shall not be named on the score card unless they actually play.
H. If a dart falls from the board before the marker informs the player of his next target or before the next dart is thrown then it will not count. If however the dart falls from the board after the player is informed of his next target or after he has thrown his next dart then thedart shall count.
I. Points will be awarded as follows: three points for a win and one for a draw.
J. Should any teams tie on points at the end of the season then the team that has won most legs will be deemed the winners. Should there be a tie on both points and legs then there shall be a play-off. The play-off will be on a neutral venue chosen by the Committee with the home team being decided by the toss of a coin.
 
6. SCORE CARDS AND RESULTS
 
A. Each team is issued with a quantity of score cards at the commencement of each season. If for any reason a team finds themselves short of cards it is the captains responsibility to contact the Fixture Secretary to arrange for more to be delivered prior to running out.
B. At the end of the games the score card is to be completed and signed by the home team captain. It should then be given to the away team captain who shall also sign the card if he/she agress with the results.
C. It is the home team captains responsibilty to ensure that the Fixture Secretary is made aware of the results by contacting him no later than 11 P.M. on the day of the match.
D. All score cards are to be delivered to the Fixture Secretary or his representative within 48 hours of the match being played.
E. Captains are requested to print clearly the names and initials of all players on score cards. This is especially important where players of the same surname play for the same team. Should two or more players playing for the same team have the same surname and initialls then the full forename must be clearly printed.
F. Only the names given on the original registration form will be accepted on the score cards. Failure to comply may lead to forfeiture of points gained during the game.
G. If the score cards are not delivered in time then any 180's, three dart finishes or highest checkouts recorded on the score cards will be invalidated.
H. On the score cards the captains shall both choose a player each week they believe deserves the Players Player Trophy. Each captain shall choose a player from the opposing team and shall place a cross/star alongside the players name. The player with most nominations at the end of the year shall be deemed the Players Player.
I. Following the Captains Cup competition a cross/star shall be placed alongside the winning captains signature.
 
7. CUP GAMES - ROUND THE BOARD
 
A. All games are to start at 8.30 P.M. prompt.
B. The match shall consist of nine seperate games of Round the Board.
C. The match draw is to be made by the team captains prior to the commencement of any games.
D. The games shall be played as drawn out with no delays between games.
E. If a player called to the oche is not present following three calls then a reserve player must play. If a team has no reserve player then the game shall be forfeited. Reserve players shall not be named on the score card unless they actually play.
F. A maximum of two reserve players is allowed per team.
G. Visiting teams are to have control of the matchboard by no later than 8.20 P.M.
H. The visiting team will have the privilege of throwing first darts in the first leg of the first game. The home team shall then throw first in the second leg of the first game with the away team having the privilege in the third leg. the throwing order will then alternate and continue doing so until the ninth game. Should a ninth game be required the throwing order will be determined by nearest the bull. The away team shall throw one dart for the bull followed by the home team. Whoever is nearest the bull shalll start the last game.
I. Where the game is played on a neutral pitch the home and away teams shall be decided by tossing a coin. Whoever wins the call shall be the home team. This will be decided before the draw is made.
J. All cup draws (not game draws) will be made by the Committee.
K. All cup semi-finals and finals are to be played on a neutral pitch to be chosen by the Committee.
L. All players shall throw a maximum of three darts on their turn.
M. If a dart falls from the board before the marker informs the player of their next target or before the player throws the next dart then that score will not count.
N. All teams must consist of a minimum of six players. If a team does not have the minimum number of players the game shall be forfeited to the opposition.
O. If any team is not present by 8.40 P.M.  the opposition may claim the first game. This process will continue every ten minutes.
P. If for any good reason a match cannot be played on the given date then the team that did not cancel shall supply two alternative dates to play the game. The team that cancelled will then have to choose one of those dates to play the game. Failure to do so will result in the game being forfeited.
Q. Should a cup competition be tied four games each with both teams having the ninth man missing then a countback will take place with the team winning the most legs in the game prgressing to the next round. Where each team has won an equal amount of legs a best of three games will be played to decide the result. Three players will be drawn from the present squad by opposing captains as normal i.e. cards face down. These three players will then play a best of three format each with the team winning two games progressing to the next round. This same format will decide the outcome where the score is three games all with the remaining three players missing for both teams.
 
8. CUP GAMES - 501
 
A. All games are to start at 8.30 P.M. prompt.
B. The match shall consist of nine seperate games of 501.
C. The match draw shall be made by the team captains prior to the commencement of the game.
D. The games shall be played as drawn out with no delays between games.
E. If a player called to the oche is not present following three calls then a reserve player must play. If a team has no reserve player the game shall be forfeited. Reserve players shall not be named on a score card unless they play.
F. A maximum of two reserve players is allowed per team.
G. Visiting teams are to have control of the matchboard by no later than 8.20 P.M.

E. If a player called to the oche is not present following three calls then a reserve player must play. If a team has no reserve player the game shall be forfeited. Reserve players shall not be named on a score card unless they play.

R. Players shall start the game with a double off and double to finish.
 
10. COMPLAINTS PROCEDURE.
 
A. Any complaints about the pitch/board must be made to the opposing captain prior to the commencement of the game. The Chairman will then be informed and will nominate an impartial official to inspect the fault prior to the commencement of any games.
B. Should any team have grounds for grievance either during or following any game they must inform the opposing captain on the night of the game otherwise the complaint becomes invalid. The Secretary must then be informed in writing within three days of the match being played. If practicable the Chairman should also be informed of an impending complaint on the night of the game.
C. Should a team or an individual have any cause to protest or complain about any other issue relevant to the Caernarfon Town Darts League the the xomplaint/protest should be made to the Secretary in writing within seven working days of the incident. Verbal complaints shall not be accepted or acted upon by the committee.
D. Should an incident occur during a darts night that the Committee feels needs to be addressed during the next available meeting then the player/s or indeen team/s involved may be suspended until that meeting takes place. This covers instances where the Committee do not receive any complaints but feel the incident, or indeed build up of incidents is of such a nature that it may reflect badly upon the Caernarfon Town Darts League. Incidents serious enough to necessitate this action may result in any of the following being implemented:
1. Formal warning being given to the player/team.
2. Formal warning being given to the player/team and that player/team forfeiting any points won during the game. This will go down as a loss on the scorecard result thereby seriously affecting anyone in the running for the "Best performance" or "Captains cup".
3. The team or individual being suspended for up to four weeks.
4. The team or individual being dismissed from the league for the remainder of the season or indefinitely.
ANY DISCIPLINARY ACTION TAKEN WILL REMAIN ON FILE FOR TWELVE MONTHS FROM THE DATE OF ISSUE.
E. Committee members and officials are not to be verbally attacked outside the monthly meetings. Any member alleged to have done so or indeed instigated such an incident will be suspended until the next available meeting. All grievances or matters for discussion should be forwarded to the Committee by letter or e-mail. Action taken gainst such behaviour would be the same as in section D above.
 
APPEAL PROCEDURE
 
Any member that feels they have been unfairly dealt with by the Committee may appeal and have their case heard before the next available meeting. They may choose to have another league member represent them before the Committee or indeed aid them.
 
11. MISCELLANEOUS CERTIFICATES AND TROPHIES.
 
A. Frames certificates will be awarded to any player scoring 180 during any 501 game with the League.
B. Certificates will be awarded to any player scoring a three dart checkout during a Round the Board game with the League.
C. Certificates will only be awarded where the 180 or three dart finish has been recorded on a signed and retirned score card except in the singles and doubles competition where they will be verified by the marker.
D. There will be a trophy for the highest checkout of the season during any 501 game. All checkouts over 100 must be recorded on a signed and returned score card as failure to do so will invalidate the checkout.
 
12 SINGLES KNOCKOUT CUPS.
 
A. The singles knockout will be played at a venue to be chosen by the committee with the semi-finals and finals to be played at the same time as the doubles semi-finals and finals.
B. All teams are entitled to play all registered players in the competition.
C. All players must be at the appointed venue and registered for the competition by no later than 8 P.M. (unless otherwise stated). This applies to all stages.
D. Failure to attend and register by the appointed time may render a player inelligible for the competition.
E. The committee will make the draw on the night of the competition. . Following completion of the first round a fresh draw shall be made for the second round. This process shall continue up to the final.
F. Committee members/official or a nominated marker shall mark all games.
G. The games will consist of three legs except for the semi-finals and finals, which will consist of five legs.
H. Throwing order will be decide by tossing a coin. Whoever wins the toss shall throw first for the bull. Nearest the bull shall throw first in the first leg with the opposition throwing first in the second leg. Should the game be tied they will once more throw for the bull, this time in reverse order. Whoever throws nearest the bull shall throw first in the deciding leg.
 
13. DOUBLES KNOCKOUT CUPS
 
A. The doubles knockout will be played at a venue to be chosen by the committee with the semi-finals and finals to be played at the same time as the singles semi-finals and finals.
B. All teams are entitled to play all registered players in the competition.
C. All players must be at the appointed venue and registered for the competition by no later than 8 P.M. (unless otherwise stated). This applies to all stages.
D. Failure to attend and register by the appointed time may render a player inelligible for the competition.
E. The committee will make the draw on the night of the competition. . Following completion of the first round a fresh draw shall be made for the second round. This process shall continue up to the final.
F. Committee members/official or a nominated marker shall mark all games.
G. The games will consist of three legs except for the semi-finals and finals, which will consist of five legs.

14. PLAYER TRANSFERS
 
A Player transfers shall be allowed where a team withdraws from the League due to closure of the venue or any such similar circumstance.
B. No transfers shall be allowed after 31st December.
C. Transfer forms are available from the Committee.
D. When a player transfers from one team to another that players performance record shall transfer with him/her.
E. When a player transfers from one team to another the transfer shall be complete as soon as the Fixture Secretary or Secretary receives the transfer form. There will be no need to wait the seven days prior to being allowed to play. This means that any player in the running for the League best performance shall not miss and so automatically lose a game by waiting to register.
 
15. CAPTAINS CUP
 
A. All games are to be played between the Round the Board League and the 501 League.
B. The visiting team will have the privilege of throwing first darts in all games.
C. The game shall be one leg of Round the Board with rules applying as in Round the Board League.
D. At the end of the season a cup shall be presented to the Captain who wins most games.
